News25 June 2026
SISQUAL® WFM, with Devoteam as local partner, will deliver a workforce management solution to the Norwegian Police.

Built for Norwegian rules

Every AML breach flagged – before it happens.

SISQUAL® WFM is configured to comply with the Working Environment Act (AML), the Holidays Act (ferieloven), the Basic and Main Collective Agreements (BCA/MCA) and your working-time provisions (ATB). Every rule is checked while the roster is built and again whenever a shift changes – so a breach shows up as a warning on screen, not as a finding in an audit.

  • Real-time warnings for AML breaches – rest periods, overtime, averaged hours, night and Sunday work
  • BCA, MCA, ATB and local agreements applied to every hour – supplements, days off and overtime
  • Holidays planned under the Holidays Act (ferieloven) – including the right to three weeks of main holiday in summer
  • Every deviation documented with a reason, ready for the union representative and the Labour Inspection Authority
  • Personal data handled in line with GDPR and ISO certifications

And not only the law. Your culture and business rules are built in too – how you share weekends and nights, who approves a swap, how many familiar faces a client sees.

Chapter 1 · Planning

The roster was due on Friday.
On Thursday, it still didn’t add up.

37.5 hours for day work, 35.5 with nights or Sundays, 33.6 round the clock – and every night and holiday hour changes the sum again. Some people also work in other units, and the Working Environment Act counts all their hours together. Days off owed under the law and the agreements have to land in the roster, and flexitime balances keep moving. Then the shift plan must match every position percentage, respect wishes, competences and approved leave, be discussed with the union representative and be published on time. In spreadsheets that takes days – and mistakes surface only when someone complains or payroll doesn’t match.

SISQUAL® WFM builds rosters around contract hours, position percentages, competences and wishes, converts hours for nights and Sundays automatically, and warns you before a shift breaks a rule or triggers overtime – across every unit a person works in. And because it connects to the systems you already run, the data the roster needs arrives on its own.

Next: the day it runs

Chapter 2 · Operations

Your team’s shifts were perfectly set at 06:00.
By 06:40, everything had changed.

Two employees call in sick. Customer demand peaks earlier than expected. A last-minute shift change leaves an employee with less than the legally required rest between shifts. In complex operations, reality doesn’t wait for you to catch up. When team shifts no longer match operational needs, every last-minute adjustment costs time, increases labour costs or puts compliance at risk.

With SISQUAL® WFM, “Find a solution” ranks the best cover within the rules – including a colleague from another unit with the right competence and time to spare – so the gap closes before the shift starts. The right people in the right place at the right time, tailored to your rules, systems, culture and people.

Next: every hour paid right

Chapter 3 · Time & pay

Every hour was worked.
Was every hour paid right?

A late shift that runs past midnight into a Sunday. Overtime worked across two units. A call-out during home on-call duty. A shift swapped after the roster was locked. Each triggers different supplements, overtime rules and wage types – under the Act, the collective agreement and your local agreements – and each must be classified correctly before payroll closes. Then the wage settlement arrives, back-dated to 1 May. A sick note arrives three weeks late. A shift moves to another cost centre. Supplements, absence balances and project hours must be corrected retroactively – and sent again to payroll, finance and the budget, each in its own format. Every manual step is another chance to get someone’s pay wrong.

SISQUAL® WFM classifies every hour against your agreements, calculates wage types and recalculates past periods when rates, rules or records change. Variable pay, supplements, absences and balances flow to payroll – and hours and costs to any finance, budgeting or analytics system you use – scheduled or on demand, with a full audit trail.

A day in a complex operation

Nothing here is a crisis. That is the problem.

None of these moments makes the news. But they happen every day, in every nursing home, home-care district, hospital ward, police station and store – and together they decide your service level, your costs and how your people feel about coming to work.

MondayA normal day in a 24/7 operation
What happens todayHow it plays out with SISQUAL® WFM
  1. 08:15
    Morning

    A swap, agreed by text.

Two colleagues swap shifts between themselves. Nobody checks what it does to rest periods, hours or the competences on the shift.

A hidden breach – found weeks later, if at all.

Requested in the Quality of Life app, checked against the rules and approved in minutes – with a full trail.
  2. 10:30
    Mid-morning

    Demand doubles. The schedule doesn’t.

The plan was built on last year’s average, not on what is happening today.

Queues, waiting times and a team running at full stretch.

The right number of people was already there. Shifts were sized to hourly demand, not to an average.
  3. 13:00
    Lunchtime

    Summer holiday requests pile up.

Requests arrive by email, on paper and in the corridor. Working out who can go when takes weeks.

Frustrated employees – and a summer roster that still has gaps.

Requests come in through the app, with balances and staffing visible at a glance – and approvals follow the rules you agreed.
  4. 16:00
    Afternoon

    Overtime. Again.

Gaps are filled with whoever says yes first.

Overtime and agency costs nobody budgeted for – and the same people always saying yes.

Overtime becomes a choice, not a habit – extra hours are offered fairly, and you see the cost before you say yes.

Each fix works on its own. Together, they cost you efficiency, money – and sometimes compliance.
